I totally disagree. I don't believe it is arbitrary at all, and having your dog in a carrier under your seat is not inhumane.

I've met a lot of very unsocialized misbaved yorkies (owners fault) and the last thing anyone needs is for any dog to bite someone or get loose on the plane. It is especially stressful for some dogs in flight. I for one like there flight policy for dogs. Just me though.
