I would say it's most likely teething at the age. Distilled water worked for Joey, when he was teething, and this is not the same as bottled water, it must be distilled and have no minerals in it. Switching to no grain doesn't necessarily eliminate tearing, most dogs aren't allergic to grain, and it could be anything in their food that's causing the problem. I agree with you the crispy critters aren't as alarming as the eye drainage, and constant wetness because that can lead to a yeast infection. One food (Blue Wilderness) caused excessive tearing in Joey, but I never did find out the ingredient that he was sensitive to, all I know is you can get rid of it, but finding what works for each dog is a challenge.
