I'm so sorry that you are having some problems. Has he already been neutered? My information on growth plates closing is that it is closer to 12 months versus eight months.
For me I would only let a board certified orthopaedic surgeon operate on my pups.
What is concerning to me is the "teeth not maturing according to his age". That again can come under the purview of an ortho specialist, and certainly should be mentioned, especially if you are 100% sure of his age. Ie not a rescue, you have legitimate paperwork from the breeder etc.
Have you talked with your breeder about the problems your pup is having?
