Bella uses her Potty Patch we got from PetCo. She was trained the same day we got it.

There's the grass, then a middle drainage tray then the basin (three layers).Doodee gets picked up on an as-pooped basis (each time).
Once puppy knows what it's for, you don't have to use pads at all, if you have a work sink in the garage or laundry room, etc. We used Nature's Miracle grassy smell piddle pads at first, so she could smell it. You take the basin, empty it in the toilet, and then wash it out in the work sink with hot soapy water. Once a day is sufficient. Or, you can put 1 piddle pad per day in the basin and just replace it every morning.
I use rubber gloves when I clean it out. It keeps me "pee free".
Doodee is very easy to pick up from the grass. It doesn't 'stick' to the grass blades, etc. The grass isn't rough, and it's comfortable for their paws.
It's not a lot of work, puppy likes it, it's cost-effective and it's better for the environment.
