Default Allergie/itch control on a budget. Advice please?

One of my little ones has battled allergies on & off for her 4 years. I believe I've identified food triggers but haven't licked (pun, sorry) the problem completely. When she has flare ups of itching & licking I'd like to try a few things & I'm wondering if anyone has used these with success:

Fish oil: Can I take a capsule, poke a hole with a pin, & squirt this over her food once a day. How much should be used?

Hydrocortisone: Can I use made-for-human cream? Or, better yet, is there a topical spray or something that wouldn't be so greasy?

I've been using 1.5 ml of Children's Benadryl which helps (she's 3.5 lbs.)& I'm going to mix ground oatmeal added to her shampoo as suggested in this forum. Any help would be appreciated! Thank you!
