Have you tried using a warm washcloth to see if they come off? You use those wipes, so it doesn't really make sense that it could be dirty in that area, but they are so low to the ground they get dirty there by just sitting on the ground. It is possible that she could have a uti or be coming into heat though. I hope you find some answers.
