I agree with treats, or leading with a bully stick or something like that. Lead with the nose, the dog's best sensor!! The walks should always be associated with good things. Praise, treats. Just don't over-do it. A simple "good boy/girl" every once in a while, and the occasional treat is good. And ALWAYS give a treat for going potty outside. Make sure to give the treat within 30 seconds of the "good deed". Avoid carrying the dog. All this does is cater to their fear.
