I am sorry, but I almost choked, from my side of the monitor it is hilarious. But from yours I'm sure it isn't. I would call this attention getting behavior and
it worked. Why he is doing it isn't nearly as important as how you react. I would remove him to his "timeout" place, clean up the mess, wipe the counter and floor with white vinegar and then take Peanut back to the exact spot and tell him "NO" in a firm voice and then take him to his regular potty place and give praise. I would repeat this several times today to "remind" him. He will remember the scent and start to associate the vinegar smell with do not peepee here!
