Sometimes shelters are just hell holes and don't care; but sometimes the shelters are actually doing the right thing. There are rescues that are not good either. Works both ways.
And, I know some people don't really like to hear it; but sometimes being put to sleep is better than leaving the shelter with a person who is going to make life a living hell for an animal.
