if he's able to be fixed and still healthy after the surgery i would fix him right away. that way you know it's not hormones it's all dominance for sure. if you can't fix him I would defin make sure that the baby girl is kept away and spayed LONG before her heat could possibly happen just so she doesn't get pregnant. she may not be in heat now, but he could seriously hurt her if he ties to her young body when she's too little it may really hurt her
