Instead of looking at it in a sexual way is he trying to dominate her because he is jealous of the new dog because he fears he will not be loved as much. New puppies are so cute and everybody dotes over the new baby and maybe that is why Buddy is upset? Maybe have a animal behaviorist/trainer come to the house and observe the behavior to figure out what is motivating it. Good luck and best wishes.
