Neutering may help, but it is far from a guarantee. All you can do is try it (obviously you'll have to proceed very cautiously if he has a liver shunt - did his internist recommend surgery to correct it after diagnosis?). Until you get it straightened out, treat it as an undesirable behavior and make it known to him that it is not acceptable in your house.
