The quick change bit system, you purchase separately. All four drills in those two combos you posted will take a quick change bit. And, the bits that are used in a quick change system may also be used just by themselves in the chuck of the drill (sometimes the quick change makes the entire drill length too long for tighter spaces so there are times you won't use it, but will still use the bits that often come with it).
