I would suspect that fleas could bother some dogs much more severely than others.

When my son was young, he used to have a terrible allergic reaction to misquito bites. Any bite would become very red, raised, itchy, and weepy. These bites were terrible and he was almost only a baby. I felt so sorry for him. AND - these same misquitos did very little to the rest of us. We just got a little red spot that went away after a short period of time.

I forgot to notice where you live. When I lived in California - fleas drove everyone with animals absolutely crazy. They were a constant problem. Now, I live in Spokane, WA (with four seasons) and we very rarely have a flea problem here. They are almost unheard of.

Good luck. If flea bites are your puppy's problem, do whatever you need to do to make him more comfortable.
