As far as the neglect situation, the owners did come forward. My friend said they didnt put up too much of a fight to even try to keep the dog. Im not sure exactly what kind of paper work was handed in to the police. I just know of the vet report along with other things. |

If you would have the owners were contacted and signed the dog over to your "friend" I might have believed this but vet reports and police involvement is not how a surrender happens. Sorry~just not buying it.
