Yes this pup is having way too many seizures & if this were my pup I would also be at the neuro ASAP having MRI & spinal to start with. I would almost bet my next breath that he's got something more serious then epilepsy, not that epilepsy is not serious but with your pup & his diagnosis I believe you know just how serious these symptoms should be taken. Without at least an MRI theres no way to properly diagnose this pup with having only epilepsy.
I do not believe a pup should ever be diagnosed with epilepsy on a vet visit & blood work alone without other diagnostics to rule out anything else.
