There is absolutely nothing in the CKC guidelines (or AKC for that matter) that requires a breeder to register a litter.  If the original purchase agreement stated that papers would only be given after proof of spay, then there is nothing you can do about it. The contract was voided when the original owner neglected to spay her and then sold her to someone else.  The contract was between the breeder and the original owner.  What the cost to her to register the dogs would be is irrelevant.   
Bottom line, she did not sell the dog to you, the person you got her from did.  You might complain to the CKC, but it won't get you very far because she has no contractual obligation to you.
