The owners did come forward, but the police didnt release the dog to them. Im not sure of all the details, but with the vet report along with some other type of report, it was considered animal neglect from the markings and wounds on the dog.

I don't buy it for a second. If the police turned the case over to AC because they considered it to be a case of neglect and or abuse, the dog would have been taken by AC and then adopted out through the proper channels. It's not a matter of finders keepers.
