Puppies that act that way generally have some sort of pain or discomfort going on, but there's the possibility that she was maybe dropped, stepped on, or mis-treated in some way. If she doesn't come around in a couple more days, I'd strongly suggest you take her to a specialist. In the meantime, give her some Nutri-Cal for puppies.
