I really don't see why people would do this. There really isn't any "satisfaction" that could be had by the crazy psycho because they never see the results of their maniac ways.
I heard of the same thing happening in Connecticut and Maine as well as a few other US places.

If it is in a fenced in off leash area yeah you cant stop them from eating something running free but if its in an area where you are leash walking them to a certain extent you can control it or at least I can control mine.
