Sounds like Pipi is jealous and may be protecting you from Manman. A correction needs to be made before she attacks. You have listed some of her signals, as soon as you see one, stop Pipi from following through. You may need to put a leash on her to get total control of her until she learns that you will not put up with this kind of behavior from her. Also when she knows you can stop her, eventually the habit will get broken and she'll begin to act appropriately. It does take time and persistence on your part, but keep after her and you'll see acceptable results.

Spaying may help, but you should be able to stop her attacks regardless.
