My baby did the same thing. I learned from a trainer to limit her visits to a 1/2 minute and praise her when she showed interest in the other dog. We eventually worked up more and more time. She is fine now, although a little "skittish". Keep trying. Petsmart is a good place because they can get all the smells of other dogs without the actual interaction (unless you want interaction).
