what kind of bowl are you trying with him? my girls will only eat out of plastic rubber based non-slip bowls
but my 1st dog refused to east out of anything other than her stainless steel bowl- and my grans dog years ago would only eat off ceramic (but she was a spoiled madam by the time we got her). so it may be as easy as changing the bowl; if you try different cheaper ones- then if any dont work for him, you wont be out lots of money, im sure the shelter would be greatful of them either way!
