I'm just now seeing this thread. All I have to say is this: PLEASE call AC today....right this second. The dog needs rescued right away. The debate about what to do after you call can be decided later...but right now that poor dog is cold, hungry, thirsty, and neglected. Please call and get this dog some help.
Just realized your first post was only yesterday...at first I thought this had been going on for days. Sorry for my abruptness...but I still think you should call right away. And bless you for caring enough to do the right thing.
