Ok just playing devil's advocate here but in the same way that confronting them first and then calling animal control could lead to problems, calling animal control and then a few days later the dog that was removed ends up at the neighbor's (your) house could cause problems as well. A call to animal control is definitely in order, but think carefully about adopting the dog and bringing it back to live next door to the people who were abusing it.
