Tie outs in general are a bad idea, but supervised might be okay. I took Brooke out on a leash for a long time, then advanced her to a long leash (12') then eventually she got run of the yard. But she still decides once in a while she'll jump down to the lower level of the yard, which is not allowed. Then she's back on the long leash 'til I decide to trust her again.
The attraction down there is fence fighting (my other dog is a bad influence) so it's penned off - they can jump down there but can't get back up. She only gets in trouble when she's bored - so it's as much my error as hers.
