they are a better run program but even they get it wrong sometimes and spend more money on lobbying and big ticket things than they do actually supporting and helping shelters and rescue efforts. it's the big guys, their hearts were in the right place and then the money came in, they got huge, they got political agendas, they got people who wanted big pensions, and they loose all their original goals and only see $$$
