In a way I agree with you, but I guess there are two types of people when it comes to finding lost pets, those who try to find the owners and those that don't. When you take a pet to the vet, they don't automatically scan for a chip. They only do it if you ask them to, or if they have a suspicion the pet doesn't belong to that person. They don't bc they say it's an invasion of privacy. I guess it would take them an extra step of work, so maybe that's why? If someone knowing this, and found a dog with the tag, could just take off the tag and keep the dog and vet it if they wanted, but no vet that I have heard of scans each pet that comes in, and then calls the chip company to see if the info matches.
