If you are adamant about your decision of no potty patch inside, then they simply must be made to go outside. And that means you must go too...rain, shine, whatever. Rather than only getting them to go out when it's potty time, try taking them out for no reason other than to play or get a treat...anything that's a positive association. Also, be sure there is a nice bright spotlight when they go out at night. Even if you have to escort them with an umbrella, as long as you can get them outside they will get used to it. I went through the same thing with Rocco when he was that same age. Patience and persistence on this one will make for a much happier winter for all. Good luck!
