No, a one year old doesn't need to eat puppy food anymore (esp. for a small breed).
TOTW actually JUST changed their formulas and separated some into puppy food. They used to be All Life Stages. I am sure you will be fine! A lot of picky eaters love TOTW, so hopefully he likes it.
