I am sure you care very much for pet and unfortunately fleas can be a big problem. My bichon has similar problems. I had to take her to the vet because all the vet fleas meds stopped working. Darn South Carolina fleas! My vet said my furgirl is allergic to fleas also. He gave her a steroid shot and now she is taking comfortis for fleas. The comfortis pill is working better than the other flea meds from the vet. My girl still has one bad looking bald leg that we call "chicken leg" but I think some hair is trying to grow back on finally. Please take your pet to your vet. You will actually spend less money. I tried shampoos and flea meds from the vet but nothing worked until she actually saw her vet. If that one "chicken leg" doesn't get some more hair soon, we'll going back to see what we give her to promote her hair growth.
