Actually it's not always Nigeria anymore. There's also "West Africa" and "Cameroon". When I was looking for a puppy last year, I answered an ad that was listed as if it was local. The guy was giving away 2 pets, a maltese and a chihuahua. This is the response I got from him to my initial inquiry:

I emailed expressing my interest in a local pup only and then I never heard from him again. It makes me sick to see them use human emotions as a tool to their scam. They make it seem like they really care about the puppy and wanting to place them in a good home, money isn't a priority, they're honest because they're christian, etc etc.

Kimberly your emails crack me up! i'm glad you're planning to feed the pups the best food possible: puppy chow. hahhaa! i wish thre was some way for us to scam the scammers....
