Some breeders advocate not starting vaccinations until at least 10-12 Weeks of age due to research suggesting that vaccines are not effective prior to this time. Deworming is also controversial. Hopefully you have already taken her to the vet to make sure she is healthy.
2.9 pounds at 13 weeks puts her on track to be in the 6-7 pound range according to the charts, but not all dogs fall in those nice, neat guidelines. The weight of the parents is only one variable in determining what the adult weight of a dog might be- the size of the grandparents and all of the pups that they have thrown weighs in, too.
More concerning is the fact that you didn't see where the dogs were raised and that she has multiple dogs. It's always recommended that you see exactly what the conditions are that the dog is raised in.
Whether or not she's full Yorkie is hard to tell. Some have longer snouts, some shorter faces. Coats vary and can change over time. At 13 weeks, I would have told you that Rhett had a cotton coat and Scarlett's was silky- As their adult coats came in, it completely swapped. The rate of hair growth is also determined by genetics, so some will have longer hair at an earlier age than others.
As for personality, all people don't have the same type, so why should we expect all dogs of a certain breed to have a type? My female is definitely more "opinionated" that my male and she's not shy about bossing him around. The poor guy some times has a look on his face of pure bewilderment, wondering what it was he did this time to deserve her wrath!
