It sounds like you want to honor your end of the agreement, so why not just send the balance to them certified mail? I know they don't want you to, but as long as they receive it and you have proof what's the big deal. Or you could send via UPS with signature required and also send them a paid UPS envelope for them to put the registration papers in for you. THEY don't have to trust the mail, but once they have their money they should fulfill the contract with the registration papers. Sometimes you just have to go the extra mile and take matters into your own hand as there are so many unresponsible people out there. Good Luck!
