This is more normal than most folks think. There is a gland located on the inside of a dog's anus on each side. They can fill with fluid from time to time.This fluid is usually expressed out of the anus when the dog poops, but sometimes they get clogged. Sometimes they clog when their diet produces too soft stools. A not hard, but firm stool usually does the trick! That's when you'll most likely see them do their scoot dance on your carpet! LOL. They are trying to relieve the pain from the pressure the fluid is putting on them. Sometimes vets and groomers will do this if they need expressing, but everyone should learn how to do this for thir pets, just in case. It's not a pretty sight and smell, but u can really help your dog out if needed. Thank goodness she managed to do it herself. Yep, I would say a bath is in order, but I bet she feels much better now! Do a quick google and there are a few sites that show you how, but the best way is to get the groomer or vet to show you first hand.
