Default Switching from Potty Pad to outside

Hi Everyone,

We just got a new Golden Yorkie baby a few weeks ago. He is now 15 weeks. Calypso is pretty much totally potty pad trained. He was well on his way when we got him from the breeder and decided to continue this as a backup system for the future.

I would really like him to go potty outside. Here is my problem...aside from the fact that he is still nervous outside (which we are working on) he refuses to potty out there. I have managed to get him to poop a couple times, but he won't pee. Even after being out there 10-15 min he comes in and straight to the potty pad. I was thinking of taking a potty pad outside with us to see if that helps.

Does anyone have any suggestions?
