If it is more the hind legs and their bottoms, my guess is it is fleas. Sometimes you don't see them...all it takes is one bite to set them off. The more they scratch the more they itch!

The only way I have ever successfully stopped that awful cycle is to go to the vet for a steroid injection. Not something you want to do frequently, but to do it once...and then take care of the flea problem should fix it!

Are they on flea preventatives?
