That's odd, I am not sure why she would do that
Maybe if you take a clean pad and use it to soak up one of her little puddles, then put it in the usual place, she'll get the idea.
Good luck! Training these little ones can be frustrating (mine still "miss" the pad once in a while and they're over 5 years old!) but hang in there and just be consistent and patient
