It takes about 2 years to completly grow out to the floor (if you have a silky coated yorkie). Since your girl is only 1 - my guess it will take another year to get back what she had if they gave her a close cut - schnauzer (spell?) cut. At least it is winter time and the coat does seem to grow more in the winter months.
No, there is nothing to help it grow faster. So sorry this happen to you.
