ZoE got an oral med before her shots ( think benadryl but could be benadryl/steriod combo...I don't honestly remember) but ask your vet if there's something they give small dogs to minimize reaction to shots. Also, I'd suggest making the appointment early enough in the day that the vet is still open should a reaction occur. With ZoE's first shots, the vet had us hang out for a while after to make sure she was ok.
