Any advice on helping him come out of his shell would be greatly appreciated.

my yorkie did not like the cold so I made a coat for him...he's young yet...give him a chance....he will become playful..it depends on you...throw small toys to him to teach catch...he will be fine...love him a
lot....Lucky999
