This is terrible. I agree with the posts above that it is shocking that 2 public servants are so irresponsible with a dog. When someone is hurt by this dog, they will have to take responsibility.
I am having my own off-leash dog problems right now so I sympathize with you and your little one. Very glad that she was not harmed.
