I will bump this up for you, so you can get more responses. My thoughts would be to get him neutered as soon as his permanent teeth are all in so that he won't need to be under anesthesia more than once in case he needs some baby teeth removed.

You can buy belly bands in the meantime.

It sounds like submissive urination and not especially a marking issue.

Google it and you can learn a lot about it. Always delay greeting a pup with submissive urination until they calm down and don't show excitement, so they can respond as calmly as possible.

I hope someone else has some ideas as well. It is probably just a puppy issue that will be outgrown.
