I love my dogs but I think that is just a little over the top, and well....just plain wrong!
My first Yorkie, Starr, had a booster seat (like for a toddler) that we used to strap to a dining room chair, so she could sit and eat with us. It turned her into a begging machine. Plus everyone thought we were insane
We soon phased it out, but she never did stop obnoxiously begging at the table
She would jump three feet in the air and let out the most horrible YIP, waiting for a tidbit. My two girls now, we don't give them anything other than their food and treats, and never anywhere NEAR the table. They don't beg.
That chair is adorable, though
