I completely agree! Apparently the owner is beside herself...please. If you loved and cared for your dog you would have never let that happen. That poor innocent animal is floating around NY scared to death. God forbid something happens and the dog slips out of the ropes tied around it and plunges onto the ground?? This is animal cruelty and they are horrible people for what they did! The owner should be ashamed of herself.
