I think the buddy belt is the strongest and best harness
Callie had a puppia when she was around a year old and her pulling tore it. I have had no problem with the buddy belts at all and if you do see rubbing which I havent on Callie or my mom's yorkie they sell these liner like things you can put on them. And it not a super crazy big deal of adjusting for an hour if you want to put it on over clothing.
