25 is the standard age for most rental car companies. Some will rent a car to an 18-25 year old for VERY steep fees. Maybe it's a regional thing. I know around here, virtually no companies rent cars to anyone under 25. Even if you total your car and your insurance company would pay for the rental, you're technically not allowed to drive it if under 25.

Rescues have rules in place for a reason. You may think it's ridiculous, but rescues are very, very invested in the placement of their pups.
