Yes, the hair does change as they get older, but I'm not sure if you'll see much of an improvement if it's wiry. I had a Cairn Terrier and their hair is very wiry, but the right haircut can make a huge difference on how it looks. There's something called a red leg yorkie who has wiry hair and old time breeders use to use them in their breeding programs to help darken the blue of the coat. I don't think many do this anymore, but your dog could be a throwback. Bless you for giving her a good home!
