I think it would be great if they allowed people to sue for punitive damages, meaning when gross negligence played a role in the death or injury. For example, all of those people who allow their dogs to run off leash, and who actually get into other people's yards and injure pets. Maybe if they knew this could hurt them financially, they'd be more responsible.
