I had a cocker spaniel that had it. It very common in that breed. Sometimes you can massage it back into place but more common than not it has to be surgically corrected. Surgical options are removal of the second lid, which causes dry eye or the tack down which leaves the eyes normal however the dog can be at risk of developing it again if not properly done.
I would make a trip to the vet and see what he suggests.
